This adds a tools folder and there a python script that will cleanup all old #if #else etc. blocks up until a specified version.
It can do this either for all .vala and .vapi files in a directory and its subdirectories or for a single file.
The script is then used to remove all blocks supporting mutter <= 44.
I'm not sure whether something else still has to be updated?
Once this is merged I'll add a wiki entry detailing how to do this in the future :)
